If your radio is after market like Kenwood or Pioneer, those companies are starting to make add on boxes that will pick up the HD tuner signals. Check out Kenwood’s HR100TR for an example. It plugs into the changer port of current model year radios.
If your radio is stock, then no, you can’t make it HD. Eventually someone will offer a stand alone box with an FM modulator, but that defeats the purpose of HD sound. However it would give you access to the multichannel options. Stock/ OEm is always about 3 years behind aftermarket.

You’ll have to buy a HD radio.
If your wanting say 5.1 surround sound, then you might consider investing in a “carputer”.
The idea is to have a “non-hard drive” based computer that runs standalone Windows XP from a bootable-USB drive.
Your MP3’s are stored on another USB drive and can be edited to your liking. Setup your playlist, and your done.
This all ties into your sound system (amplifiers and speakers/subs).
No hard drive means nothing will crash. A touch screen display is really the only other peice of equipment needed.
