We just found out that our neighbor’s TV reception and radio reception go static whenever we watch TV (we think). We live in a row house with an amplified TERK silver sensor HD antenna placed next to the wall adjacent to our neighbor’s.

There should be no interference because the TV antenna is a receiver, not a transmitter. The antenna would need to be transmitting something to cause interference.
Theoretically, it is possible. An antenna can receive or transmit. But I don’t see how a situation could arise where your TV or antenna amplifier could fail in such a way to produce interference without also ruining your own reception.
It should be pretty easy to investigate this. Turn yours on and off while watching theirs.
Also, if you have a radio and it isn’t affected, that’s further exvidence that you’re not the source.
