Any station which is broadcast "In the Clear" by commercial stations is free... all you need is the turner.... However, the price for the new tuners is not worth it... IMHO.

My boss has HD radio. The station we both work for has been broadcasting in HD for about 2 or 3 years. He does not pay extra.

No, it's free of charge to receive the stations, and you don't have to buy extra equipment if the tuner's built in. Most radio stations are in the process of converting their analogue signals to digital, and those can be picked up with an HD radio, in addition to the traditional signals. Just find a station in your area broadcasting in HD and tune to it.
